China and Japan Issue Joint Press Communiqué



China and Japan issued a joint press communiqué on October 8, 2006. The full text is as follows:

1. At the invitation of Wen Jiabao, Premier of the State Council of the People's Republic of China, Japanese Prime Minister Shinzo Abe paid an official visit to China on October 8-9, 2006. President Hu Jintao, Wu Bangguo, Chairman of the Standing Committee of the National People's Congress, and Premier Wen Jiabao met with and held individual talks with Shinzo Abe.

2. China and Japan agree that since the normalization of bilateral relations 34 years ago, China and Japan have continuously expanded and deepened exchanges and cooperation as inter-dependence grew. The bilateral relations have become one of the most important diplomatic priorities for both countries. Sustaining the healthy and stable development of Sino-Japanese relations is in the fundamental interests of both countries. The two countries shared the responsibility to jointly and constructively contribute to the peace, stability and development of Asia and the world.

3. The two governments agree to continuously abide by the principles of the Sino-Japanese Joint Statement, the Sino-Japanese Treaty of Peace and Friendship and the Sino-Japanese Joint Declaration. They agree to squarely face history, be oriented to the future and properly deal with problems affecting the development of relations and to promote bilateral relations to an even higher level through expanding both political and economic links. Both sides agree to make efforts to build a mutually beneficial relationship based on common strategic interests and to realize the goals of peaceful co-existence, friendship, mutually beneficial cooperation and common development.

4. Both sides believe that contact and dialogue between their leaders are significant for the healthy development of relations. The Japanese side invited Chinese leaders to visit Japan, for which the Chinese side expressed gratitude and consent in principle. They agreed to further discuss the issue through diplomatic channels and to hold frequent talks on occasions of international meetings.

5. The Chinese side emphasizes the peaceful development of China, which will work with other countries, including Japan, to pursue common development and prosperity. The Japanese side commented positively on China's pursuit of peaceful development and the huge opportunities it had brought to the international community, including Japan, since its reform and opening up to the outside world. The Japanese side stresses that Japan has been pursuing, and will continue to pursue, the route of a peaceful country since the end of the World War II more than 60 years ago. The Chinese side commented positively on this.

6. In order to make the East China Sea "the sea of peace, cooperation and friendship," both sides agree to speed up consultation and settle relevant disputes through dialogues and solutions which can be accepted by both sides.

7. Both sides agree to promote exchanges and cooperation at all levels in the fields of politics, economy, security, society and culture.

—Deepening mutual-beneficial cooperation in the pivotal areas such as energy, environmental protection, finance, information technology and the protection of intellectual property rights.

—Promoting ministerial-level dialogues in the economic field, consultations between relevant departments and dialogues between officials and ordinary people.

—Vowing to enhance friendly feelings between the two peoples through holding China-Japan Year of Culture and Sports as well as youth exchanges, as the year 2007 marks the 35th anniversary of the normalization of China-Japan ties.

—Enhancing mutual trust in the security field through security dialogues and defense exchanges.

—Starting joint research of the history by Chinese and Japanese scholars within this year.

8. The two countries agree to enhance coordination and cooperation in international and regional issues.

Both sides are deeply concerned over the situation on the Korean Peninsula including the nuclear test plan of the Democratic People's Republic of Korea. The two sides expressed willingness to work with other parties concerned to promote the process of the six-party talks, dedicate to denuclearization of the Korean Peninsula, maintain peace and stability in Northeast Asia through dialogue and consultation.

The two countries vow to strengthen coordination on East Asian cooperation and the cooperation among China, Japan and the Republic of Korea, and jointly promote East Asian integration.  Both countries are in favor of necessary and reasonable reform of the United Nations including its Security Council, and are willing to strengthen dialogue on it.

9. The Japanese side expressed gratitude to China on its warm and friendly welcome during Abe's visit in China.
